Human Resource


Human resources are the greatest asset of CNPC Service. We respect knowledge and innovation and strive for a fair, transparent and cooperative working environment. We protect employees' rights and interests and provide them with a development platform and space to align and harmonize their values with the values of the company.


CNPC Service always puts people first and values and safeguards the lawful rights and interests of the employees. We strictly comply with the Labor Law of the People's Republic of China, the Labor Contract Law of the People's Republic of China and the Trade Union Law of the People's Republic of China, relevant international conventions approved by the Chinese Government, and relevant laws, regulations of the host countries.


We promote the employment policies of equality and nondiscrimination, and provide equal opportunities and fair treatment to all employees regardless of nationality, race, gender, religion or cultural background; resolutely prohibit child labor and forced labor; and always aim to promote the employment of women and ethnic minorities. Specifically, we strictly implement the regulations on pregnancy, maternity and parental leave for female employees, and guarantee that the female employees enjoy equal compensation and benefits and career development opportunities.


Overseas, we attach great importance to human resources development and management to meet the increasing demand for talent in our international operations. We promote local hiring and workplace diversity and create a communicative, coordinated and harmonious workplace atmosphere.


Rights and interests of employees


In conformity with relevant laws and regulations, CNPC Service has established a human resources management system which treats all employees equally. Besides, we continue to reform the remuneration, welfare and insurance system to better adapt to social progress and our company's development. We have established a technical and skills subsidy system for national and corporate level experts, senior technicians and technicians, and a remuneration incentive mechanism for frontline staff. We provide comprehensive insurance for employees covering endowment, unemployment, medicare, work injury and maternity insurance through a multi-level system of social insurance and corporate pensions.


Democratic Participation


We ensure that our employees play an important role through democratic management, participation and supervision.We have established multiple channels to communicate with the employees, continued to implement democratic procedures, and solicited the employees' opinions by holding discussion meetings and employee representative symposiums.

Occupational health


We cherish employees' life and attach great importance to their health. We strive to provide a favorable working environment for the physical and psychological health of the employees, and have established a mental health platform and introduced a series of policies and measures to guarantee the employees' physical and psychological health.
Our priority is the health of our workers and the creation of a sound working environment. We continuously regulate management of occupational health focusing on disease prevention and control, assess newly built projects from the source, implement protection tools and measures against occupational hazards, and strengthen health management in companies engaged in field operation and construction.
The health of employees is of great concern to CNPC Service. Regarding the characteristics of petroleum and petrochemical operations like occupational hazards, harsh environment, work mobility and labor intensity, we have strengthened health and disease monitoring and established occupational hygiene archives and employee health files.We intensified management of food and drinking water hygiene, and took effective measures to prevent the occurrence of occupational poisoning, heat stroke, food poisoning, and epidemics.
At our overseas projects, giving consideration to the living, working and sanitary conditions in host countries, we provide employees with targeted medical care and mental counseling services through well-equipped medical facilities. In response to the Ebola outbreak in Africa in 2014,we issued warnings in advance, promptly invited experts from China's national disease control agencies to provide our employees in Africa with specific training on prevention practices, and conducted body temperature monitoring and psychological counseling.
In 2017, over 98% of our employees exposed to workplace hazards received occupational health check and the surveillance ratio of workplace hazard factor also stood above 98.5%.


Mental Health


CNPC Service also includes employees' mental health management into its daily management package. We employ counselors to deliver lectures on cultivating a healthy mind and other psychological knowledge for frontline employees working in saline wastelands, deserts and other harsh natural environments as well as in adverse social environment, in order to help them release stress and live a healthy and happy life. We implemented the Employee Assistance Program (EAP), set up hotlines and website for psychological consultation, and carried out various forms of training on mental health improvement, in order to build a positive and healthy mindset for employees. We send experts to our overseas projects and continue with the Employee Assistance Program (EAP) to provide mental health counseling and deal with expatriates' psychological pressures. In 2016, we were granted the EAP Quality Award by the Employee Assistance Professionals Association (EAPA).
